The real bottlenecks behind AI data center expansion: power, permitting, supply chain, and tenants

1. Executive summary

Large AI data center projects are being announced rapidly, but the gap between announcement and actual delivery is widening. Recent reporting highlights delays, cancellations, and local resistance around large-scale data center developments, especially where projects require massive electricity supply, new grid infrastructure, water use, and long permitting timelines.

· Power is now the first constraint. Land and buildings can be acquired faster than high-capacity grid connections and substations can be delivered.

· Large projects need an anchor tenant. Without committed customers, financing and phased construction become much riskier.

· A 100MW-plus project has a different risk profile from a 5MW to 20MW modular project. Smaller modules can validate utilization, pricing, and cash flow before expansion.

A phased 5MW module strategy can reduce capital risk and avoid building too much unused capacity. In emerging AIDC markets, power availability, grid connection timing, cooling strategy, network connectivity, and customer commitments should be assessed before land price or headline capacity.
